Prosecutors and authority within investigations?

From what I see in Law & Order, the ADAs seem to supervise and give a lot of orders to the police. Is this a reflection of what happens in a realistic investigation? I didn't know they exerted that much authority over the police, but, then again, that's why I'm asking. :P
